Just 11% of councils are ready to enforce latest equality rules

JUST one in 10 councils are in a position to enforce new laws that would stop taxis from discriminating against disabled people, campaigners warn today.
From October, drivers will face a fine of up to £1,000 if they are on lists drawn up by councils of wheelchair-accessible taxis but refuse to have wheelchair users as customers — or try to charge them extra.
But despite being made told about the change in April, only 11 per cent have drawn up their lists and 30 per cent have plans to do so late this year, freedom of information requests from disability rights activist Doug Paulley show.
That means nearly three-fifths of councils have no firm plans to draw up the lists, which Mr Paulley says risks undermining the Equality Act.
A quarter of local authorities said they had no plans to do so. In 3 per cent of cases, Mr Paulley received no response at all.
